Games not showing 1920x1080 60hz, only 59hz after Win8 install

My PC was running with Windows 7 64bit and I switched to Windows 8 but soon I realized something wrong when I run games. There is a lot of stuttering.

So I checked graphics settings on BFBC2 and the max I can get is 1920x1080 59hz NOT 60hz. My monitor could display 1080p @ 60hz with Windows 7.

I tried re-installing CCC again (13.4) but it's still the same. On windows settings the monitor is set to 60hz but my games can't show 1080p @ 60hz.

In case you are wondering, yes it does make a lot of difference for my eyes.

My card is HIS 7970.

Windows 8 is still quite buggy with games, I would suggest "downgrading" to Windows 7 until comparability is improved, perhaps run it in Windows 7 compatibility mode and it will be fixed. 59hz is likely the real monitor refresh rate and Windows 8 just detects it as such.
