  1. Is your budget in yen?
Post a link to where you may be ordering.

    For a single monitor, even a 2560 x 1440 27" monitor, a good graphics card like a GTX780 will do the job.
If you plan on using triple monitors, then sli GTX770 would be appropriate.

For the cpu, a 4670K and a Z87 motherboard will do the job.
No value in a very expensive Z87 motherboard.

No need for a liquid cooler. A good air cooler will cost less, be quieter and just as effective.
Look at Noctua NH-D14 or phanteks.

Forget the hard drive for now, buy a SSD. 240gb at least. You can always add a hard drive later.

For a case, buy what visually appeals to you. If they hold your motherboard, they will hold all you need.

Under budget that includes an OS. If you don't need one go Crossfire on the cards or swap it for something stronger.
