PC Will Start and then immediately shut off

Hello Everyone,

I Have a Foxconn H61SP V 2.0 with an Intel G540 an OEM No name 250w PSU that came with the barebones kit and two sticks of Gskil Ripjaws 8gb. Anyways, It was running fine, my son hit the reset button it went to the post screen and hung up. So, I did a hard power off and now when I go to turn it on the status light and case/cpu fan turn on for less than a second and then it turns off. In order to get anything to happen again I have to remove the power cord and then reinsert it. I read some earlier posts and began disassembling everything. I discovered that when I remove the 4 pin PWR2 molex by the cpu and hold the power button it will do the power on for one second and die thing but it will continue to repeatedly do the pwr on and off thing for as long as I hold the button unlike when the PWR2 molex is plugged in it will do it once and be required to reset the PSU. Any thoughts? does this narrow the problem down to anything?

It may be the power supply, but before we call it bad names try this.
Plug that 4pin back into the board.
Then unplug the power supply, leave it unplugged.
Reset the CMOS. Easiest way is to simply remove the round battery from the motherboard, wait 10-30 seconds, then replace it: This must be done with the PSU UNPLUGGED. If you have a multi-meter you might want to check the voltage on that battery, or simply replace it with a new on if it has been in there over 2 years.
Once you have replaced the battery,, plug in the Computer and see it it boots.
You may have to go into the BIOS and reset things: If you don't know what to do in there or have never changed anything then simply select "reset default settings", save&exit and let it...

I followed the steps that you posted but unfortunately it is still doing the same thing.
 
NUTS! That didn't take long; looks like it might be the PSU, since it is a no name version. There are other things that can do this,but PSU is a good place to start.
Do you have access to another PSU of equivalent power or more that is a KNOWN good working PSU (other PC in the house, friend's etc.)? If so then unplug your PSU from everything in the case, or remove it, and try the PC with the good PSU.

YOu can also try starting the pc with only the motherboard, CPU, and 1 stick of RAM: If it starts up, shut it off and add one piece of equipment at a time until it fails to start. Whatever caused it to fail either put the final/too much load on the PSU or is defective.
I would try the PSU replacement first.
