My build is:
CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor
Motherboard: MSI Z87 MPOWER Max ATX LGA1150 Motherboard
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM
Memory: Corsair Vengeance Pro 8GB (2 x 4GB) DDR3-1600 Memory
GPU: MSI GeForce GTX 770 2GB
PSU: Corsair CX600M ATX12V v2.3 80+ Bronze certified

All the fans are on and all the leds are on. No beeps and debug led is 55. There's no signal to the monitor. I just want to boot to bios.

Solution
Code 55 apparently is reset your BIOS... code 99 is uncertain, not much information about it is available except for a hint that it may be bad MBR.

So first off reset the BIOS removing the battery for 5 to 10 minutes, reinstall it and try to boot the computer.

If it doesn't help, run the installation disk to repair the MBR and see if that helps.

Have you got the monitor on the correct signal (source). If so take on of the RAM sticks out and try booting with one, if that does not work take the current one out and put the other one in.

Make sure that all the cables are connected to the GPU.

Is it possible that the ram isn't compatible, the motherboard being shorted, or not enough wattage for my psu? But I'll also be sure to try the cmos as well

If the RAM was working fine before, it's possible it's damaged... and if it was working with problems, is possible it's incompatible... But if RAM were the problem, you'd probably hear BIOS beeps.

A blank screen may indicate motherboard damage but when you have all the fans and LEDS on, the more likely cause is video signal.. may be a bad video card, misconfigured video output (VGA instead of DVI-HDMI or viceversa), and a BIOS reset may change video back to defaults.... and a third possibility is a bad PSU... all these may not cause BIOS beep codes.
