not necessarily. The GPU can only display resolutions upto and on the native resolution of the Monitor (or TV in your case). You can adjust the resolution of the TV by right clicking on the desktop and clicking resolution (if you are using windows 7 OS).

Even though your GPU COULD be capable of exceeding your TV's native resolution it cannot portray beyond it.
 
Your tv is what determines the best graphics resolution. 1080P is 1920 x 1080. 720P is 1280 x 720.
Any current graphics adapter will handle that.

If your tv is like a seiki 50" 4k monitor, that is 3840 x 2160.
That does require a superior discrete graphics card to display full 4k resolution.
 
720p is OK for gaming as to weather it good or not really depends on the person using it. For some it would be great for others it would be to low of resolution. The only real factor is if it good enough for you as for the GPU a GTX 660 can handle 720p with no problems at all.
