i7 920 Cannot get further than 3.6mhz

So I am currently running this rig:
Evga x58 sli
i7 920 (2.66)
(3x2) ddr3 7-7-7
gtx260 sli

And have managed to get it stable in prime at 3.616 at these settings:
-All power saving options off
-Turbo on
-bsclk 172
-uncore set to 16, ram 2;8

Voltages are at such. (I do have a question about readings further down)
-vdroop OFF
-Vcore 1.2625
-VTT +250mV
-cpu pll 1.35v
-qpi pll 1.325v
-DIMM 1.62
-dimm dq vref +0
-IOH Vcore 1.1
-IOH/ICH I/0 1.5
-ICH Vcore 1.1

As far as readings I'm slightly confused because cpuz and EVGA e-leet are telling me my vcore hovers at 1.282/1.29 at these settings (temps are fine still on prime hovering 70) and my dram voltage is showing 1.65, which is what I wanted it at but I had to set 1.62 in bios to get there. Is this normal?

Now, upping bsclk to something like 1.82 starts giving me bsod 124's in windows and often cannot get into windows at all, it will crash upon attempting to login if I start fidgeting with qpi. I tried upping qpi to 1.65, or 1.8+ and it has made it worse.

Any suggestions as to next steps?

The next step is to stop. You're already reached a 35% overclock which is pretty good, doubly so considering how trashy EVGA motherboards are.

If you insist on going further, leave the DRAm voltage at 1.65 volts in the firmware (ignore what the sensors say) and bump the CPU voltage up to around 1.325 volts. If your temperatures climb higher than 75 under Prime95 conditions you may want to back off a bit.

Duly noted. Only reason I tried was because I had read some of these chips are easy to push, and with temps being decent I figured why not. I will try just to see what happens.
