Haswell PC Build running sluggish

Any help or advice is appreciated! Here are the specs: Intel 4770K processor on a Z87 Pro mobo, 7gb DDR3 RAM, 2x 1tb HDD (7200rpm) SATAIII, GeForce GTX 560 Ti, Windows 7. Please let me know If I missed anything pertinent... My pc is slow and lags quite often whether its booting up, opening programs, or gaming. My question to the experts is...could this be a hardware issue? (Ram? HDD?) Or software issue? I did a clean install of 7 and have only installed a handful or programs (avast, ccleaner, games). What can I do to speed up my computer?

I cant imagine the work involved for the ram controller to tie up multiple sticks of ram on different channels into one x 7, or 2x2 plus 2 + 1 assymetric bank interleaved at 12.5% or summat. take out the odd gig stick and re post. In fact, i bet none of that is matched either? put in 2 x 2 gig same sticks and get back to us.

Thank you for calling me out on that lol. That was all the RAM I had from a previous built and it was in 2gb sticks with a 1gb odd stick but they were matched and had run together previously but after reading your post I noticed that was dumb to do and spent the money on two 8GB sticks and it helped alot! until now but thank you for your help as that fixed the lag.
