PSU causing Whine?

I recently overclocked my computer, and i started to get a whine noise. Looked all over the internet to find the cause, and it seems to be either a Mobo, CPU, GPU, or PSU. I did a test using benchmark performance test and tested the CPU only. Result = Whine. Ran the Graphics test alone using the same program. Result = Whine. PSU rattles a little bit, and every part on my rig is less than a week old. IDK how to test the mobo solely. Only thing i know to do is RMA the PSU. Good thing i bought it at Fry's down the road, so i dont have to wait forever.

My question is.. What is the chance it is a mobo issue over a PSU issue?

Thanks everyone for clarifying that it in fact is the PSU. I will share my results tonight as to if it stopped the whine or not. Right now... IDK why I got it, but i have a LEPA N500. It just looked like a low quality item from the start. It was only $40.. I should of spent that extra money and went for a Larger/More reliable brand. It runs fine in game.. I capped out at 113 fps on Guildwars 2, but it sounds gross while doing so. WHEEEEEEEEEEEEEEEEEEEEEE
 


Yeah, penny wise & pound foolish not the way to go with PSU's.

Very weird.. Just bought a Corsair 700W and it still whines, but now the heatsink fan is making ridiculous noises. Like a rusty gate or something.

two bad PSU's? wtf is up with this.. the Weird rusty noise is coming from the PSU as well... So Corsair and LEPA are no go from now on from me. Is it my overclock settings? IDK how the hell that makes any sense since i used the CCC program to test my overclocking ability before i even tried.. I let the test run and moved my CPU to 4.0 ghz and never touched the GPU... Building computers is already starting to become a burden to me.
