Asus: Sabertooth Fx 990 R 2.0 Boot device LED 2 beep on startup

Hey guys, I have decided to build my first rig and has been working fine for over a month. I decided to upgrade my case in an attempt to keep temperatures low, however after I have finished setting everything up my computer beeped twice,went to post, then almost immediately froze up, and the boot device led on the motherboard lit up and will not go away.
I have tried spamming the delete button to enter Bios but to no avail. I have cleared Cmos, Unplugged and Plugged EVERYTHING back appropriately. I replaced the Gpu, Processor, Psu, Hard drive, and Ram; all individually from a different computer and the Boot Device LED will still stay red.
I requested an Rma number from asus and the motherboard is currently going through inspection. While i have been waiting i ended up purchasing another one of the same motherboard because I wanted to make sure that it was for sure the motherboard and not anything else. (i am not planning on keeping it and will return it if my original motherboard is repaired) and i am still getting the same problem! I went through the same procedures with the new motherboard except for clearing bios and still...nothing.

Hey Alex ,
Thank you for the response. I have Tried testing the system with the minimum amount of components one ram in different slots, gpu in different slots, processor, a keyboard; one usb and the other a ps keyboard however the little red bootndevicnote led will not go away

As for the bios it should be whatever version it came with : 32 Mb Flash ROM, UEFI BIOS, PnP, DMI2.0, WfM2.0, SM BIOS 2.5, ACPI 2.0a, Multi-language BIOS, ASUS EZ Flash 2. Though I'm not to sure Ihave not.been able to.access bios

So i flashed the latest bios for this motherboard, and the boot device led light blinked once then was able to access, however, after getting into the bios screen, bios completely froze up. I then restarted it once more only to find that the boot device led is back.
