Windows 8 laptop limited wifi doesn't have valid up configuration

My laptop connected to the wifi wireless without any problems, but then I went to London for 3 days and connected to a wifi connection there with no probs, but then when I got back my laptop would connected to the wifi at home but there was a 3 on the end of the ssid and there was limited connection, the exact same happened to my brothers windows 8 laptop only he had a 2 on the end. In the diagnostics at the end it says wifi doesnt have a valid ip configuration. I tried disabling bonjour service from iTunes, exiting kaspersky antivirus, unplugging the modem for 10 seconds then plugging it back in, Resetting the router by pushing a paper clip into the button on the back, resetting my windsock and tip/ip in the cmd, restarting my laptop, disabling and enabling the wifi adapter in control panel, making sure my ipv6 and ipv4 ip addresses are set to dynamic, making sure dchp is enabled. When I use Ethernet the exact same happens. Another windows 8 laptop that didn't go to London still works no problems. On a blackberry it says it's connected but can't load Internet pages. An iPhone works no probs (no it isn't using 3G instead). What should I do?

I'm on windows 8 not 7 so that option isn't there, can I do it though the cmd
