What I'm confused about is what Low Profile refers to. It refers to the width of the card and not the height (how many slots it takes up) right?

Are all low profile cards 1 slot then? Why aren't normal sized 1 slot video cards labeled as such since most decent video cards take 2 slots these days?

Low profile refers to the height of the card, not the number of expansion slots it requires. This card, for example, is a low profile card with a full height bracket on it.

So low profile has nothing to do with bracket size, but just the card size itself. Then whether a card bracket takes up 1 or 2 slots is a different matter.
