Going off your monitor choices I imagine you are after 3D, if so, go with Nvidia. AMD's 3D support is so poor it's practically non existent.
Though, if you aren't after 3D, theres no reason to go with the VG278H. The VG278HE is the same display, but without the glasses and integrated emitter, its also

Will I'm sure I will not get warranty if I buy online,
anyway there is also shipment cost which will cost a lot, so I'll just forget it.
there is SAPPHIRE HD7970 3GB DDR5 which is about the same price as Gigabyte 7970 oc
it's not the OC/boost version.
I want to get the Gigabyte 760 OC because the it's performing great and the overclock is really great and the price is 48$ less
and because I'm used to nvidia cards

The simple answer is they are wrong. You have no community patches (Helix mods, and soon, Indigo), the software setup (Tridef) is a nightmare, the framerate hit is greater, no ability to set convergence/depth presets making some games totally unplayable, the monitor selection is worse since Lightboost is an Nvidia technology etc. AMD 3D has absolutely nothing going for it.

You will be waiting a while for the new series to come out so I'd just go with the Sapphire HD 7970 OC w/ Boost http://www.amazon.com/gp/product/B009B6Y01Y/ref=as_li_q... now. The price point and performance will hold up through the new series anyway and you could always sell it later on if you would like to try the new series but the 7970 is an amazing card and overclocks very well.
as I said I'll be able to get from local store only, so is Gigabyte 7970 OC good one ?

.Unless you want the 120Hz just get a 1440p monitor, I cant emphasise enough how utterly useless AMD 3D is. I'm not an AMD hater, the two companies are better at different things, Nvidia has 3D.

Woah! Usually the GTX770 is close to or even cheap then the 7970.
Although a bit better, I don't think it is worth the extra price.
The driver problems is mostly a myth. The only real issue is with crossfire and even that is getting worked on now. There is no particular problem with game support. AMD may be a bit slower to get an optimized driver out but it isn't that big of deal.
Physx is only used in a handful of games and it is basically a gimmick that NVidia fanboys will try to make you think is meaningful.
CUDA is nice to have if you plan to use programs that support CUDA acceleration. But if you don't use those it doesn't matter either.
Although a bit better, I don't think it is worth the extra price.

will as you can see gtx 770 price is much higher than 7970
I also know there was a latency problem with amd cards but I think amd released few drivers that improved latency
but I don't know if they completely fixed the problem yet
Physx I don't really care about it but I could miss it when I'll not have nvidia card xD
Cuda I only used it in Freemake Video Converter and still using it

I bought a 7970 for 3d, but tridef is ridiculously slow, buggy, and a hassle to use. It annoyingly restarts steam to play games, and game support is spotty. Aside from that, Magrunner (unreal engine) ran @ 30 fps. THIRTY FREAKING FPS on a $400 card! Then Hard Reset ran slower than my 470. The only game that I saw any performance out of was Metro: LL, and that's probably because AAA titles were getting more optimizations vs indie games.
Needless to say, I returned it and bought a 780, because I don't think Kepler is a great product aside from the 760+, which at that point I might as well spend a bit extra and get a superior gpu. I have experienced a few problems with nvidia's drivers, but the latest version has fixed a lot, and I'm not having problems playing games or using 3d.
Another thing that I don't like is these cheap aftermarket coolers that provide inadequate cooling and don't exhaust hot air. The 780 uses an awesome blower, and there literally is no competition to it. AMD has nothing, aside from a few monstrosities that are too large to fit in my case.
Overall, my advice to people would be hold off for price cuts and driver updates, and just tweak the graphics settings if you need more performance. Disabling SSAO and using FXAA usually does the trick. Fermi cards could completely sit out this cycle doing that. AMD guys might want to switch, considering the driver issues, although it may not be an problem depending on what games you play. I dunno, but I've had enough of AMD's drivers, and IMO they're worse now than they've ever been before, with maybe the exception of this current driver. Things might be slowly turning around, but it still doesn't seem good enough for what these cards cost. by l33t-g4m3r
