PC not booting Gigabyte HD7950

I'm looking for assistance with an issue. I decided to upgrade my video card from a HD6770 to a HD7950. Unfortunately, all I get is a "No Signal Found". My system is as follows:

Dell XPS8300 mobo
16GB Corsair Vengence DDR3 ram
Cooler Master 650w psu
Gigabyte Radeon HD7950
Samsung 830 120GB ssd

Contacted Dell who confirmed compatibility, tried to contact Gigabyte, but can't get an answer. Called Microcenter (place of purchase) who said they would gladly exchange it. I'm really just looking for a solution.

Check that both 6-pin pci-e power connectors are plugged into the card. If thats done then either a DOA card or you have one of the real shitty crapmaster power supplies and it can't power the card.

Thanks for your suggestion. I tried both power connectors with my 6770 and they work ok. I've seen a few other threads with the same video card and the same issue, but better mobo. I'm hoping its doa cause I love the specs on this card and really want it to work.
