PC stopped working - won't reboot

My friend’s PC ACER Aspire M1640 (running Win7) has been running very slow these last few months, then refused to boot one day. I tried to boot it but it freeze at the win7 logo, with a horizontal coloured line at top of screen. Turned it off via power switch (by holding it down), then took the stick of RAM (1GB) out to re-seat it (earth myself with earth strap, also on PC casing before touching RAM). Re-seated RAM, also re-seated CPU then tried to reboot again (several times); now screen black + no signal to screen + no HD light but HD spinning + no mouse light + no keyboard light/s. PSU seems ok as fan spinning and power is going to motherboard, HD (HD worked in other PC), DVD drive/works, CPU cooling fan spinning. What could be the problem? I’m stuck! Can somebody please help!

You removed the CPU?? From a laptop? I thought these would normally be soldered in position.
Sounds like something, either the RAM or CPU not seated properly. I'd try them both again, making very sure they go in properly.
Incidently, when you reseated the CPU, did you remove the keyboard to get into the internals?
Sometimes the connectors for video can come lose when doing this.
All i can advise is to look at each connection carefully and make sure they're all properly seated.
You've taken the right precautions with regards to static, so do this again also.

Oh yes; makes no difference. Checked PSU power output to everything - ok. Tried hdd, RAM, monitor, keyboard and mouse on my good PC - all worked fine. So I think is mobo problem. This is where I stop...friend gonna have to take it to PC World...or buy another one.
