$1000 gaming computer budget

Hey guys!

i have a friend that wants to build a gaming computer. We are going to NCIX today to get the parts. So any parts that you guys recommend has to come from NCIX.com(Canada). His budget is $1000 but has to include monitor(he wants a 21 inch plus monitor) and an OS. It also has to include a keyboard and mouse. he says he does not care how cheap the keyboard and mouse is. As long, as it can all fit in the budget.
