That version is for windows 32bit only go back and download one specifically for windows 64bit.

http://winzip.todownload.com/download/file/id/855115/?l...

but the file requires 16 bit im confused
so how can i open the file

My apologies i did not read it right. It is saying the file is for windows 32bit your running 64 bit windows. Go back and look for a 64bit version. there is no 16bit since windows 3.1

64-bit Windows does not support 16-bit legacy code. Either run a VM with 32-bit Windows or find an upgraded version of whatever it is that you are trying to install.

look like he/she try to install from bf4_pa_install.rar which have a 16bit b4_pa_setup.exe
I would said it is virus/malware and it pirated software.

VM?

VM = Virtual Machine

If you have to ask what that is then you don't need to be going there.
