Framerate drop after 6 minutes of un-interaction

This is really weird, basically what happens if i do anything that i don't interact with for 6 minutes the fps goes from 60 to 20 until i move my mouse. So, for example if i watch a YouTube video which is 9 minutes long, if i don't move my mouse for 6 minutes it drops to 20 fps. My specs are

Solution
Go into power option settings for windows, advanced power options, change when the computer sleeps. There is a setting that can be adjusted that keeps the processor and awake state at certain levels while watching videos/streaming etc. Let me know.~~ Suferbus :)

Alright so, Turn off the display was on for 10 minutes and i turned that off and it still didn't help.
