Front Panel Audio: high pitched Sounds

When I plug in my ear buds or my headset I hear a high pitched sound every 5 mins also a scratchy sound which I'm not really sure how to explain. I re plugged the cords but it's still the same.
Specs:
MSI 760GM-p23
AMD FX-6300
Sapphire HD Radeon 7770 Ghz Edition

Maybe the onboard audio is defected? I recently had to RMA a motherboard because the onboard audio had like crackling noises and sometimes wouldn't even make sound at all.

I plugged it into the back of the motherboard and it works fine, but It's really annoying because the wire isn't that long and it keeps touching my arm -_-

Oh, in that case, maybe it is the HD Audio connector of the case that is defect? That's what I'd think.
