Unable to Add Secondary HDD on New Windows 8 Build

Hi, this is my first time posting here though i use it quite frequently. Ive just put together my new computer and only have 60gbs of storage available because windows 8 won't let me use the 1tb hdd that i bought. In the disk manager it shows up as not initialized. However, when i try to initialize it it gives me the message, "the action could not be performed because of an I/O device error." I've everything that i can think of which is akin to nothing. What should I do?
 
Solution
try a new sata cable, being sure not to rout it near fans and power supply, If your motherbd only has sata2 or 1 then google to see if there is a jumper on the drive that you can install to force it into theproper mode. and if that doesnt fix it then I would suggest trying it in another pc or just exchanging it.
