Video card fried or... not?

Hello, I have a problem with my Gigabyte Radeon 4850 and it's kinda frustrating, i'll try and explain it best as i can.

Few days ago after playing few games of Dota 2 i opened up a stream to watch and joined call on skype with friends and just chilling, but after like 10 min my screen went black with no sing of getting back, i restarted PC but while it was booting i heard 3 beeps (1 long 2 short) and black screen again, since it's summer my PC case is opened and i saw that video card fan is not working, so my first reaction was that it fried itself or power supply die. Connected video card on a sisters 1 week old PC and it did the same (black screen, 3 beeps -1 long 2 short and fan didn't spin), so it had to be that it's fried caused by fan not working.

Kinda not knowing what else to do i disassembled it and did a no hope test with zalman fan connected on MB, and it actually worked.....
So now i am wondering what really happened, it suddenly stopped working during stream and not while in game also my Gpu temp was ~52C whatever i did, and i never had any problems with it before, is it possible that video cards power connector died, maybe capacitor, choke or even chipset and they are the issue here? I don't want to get a new video card and waste 100+ euros if there's some hope for this one.
