How Would Be The Gaming Experience With These Combination Of hardware ?

Hello Friends,
I have Intel C2D E7500, 2 GB RAM & I am planning to buy AMD ATI 6670 HD DDR3.
My monitor's resolution is 1360x768.

I would like to know, will I be able to play games like GTA 4, MW 3, DoTa 2, Sleeping Dogs,etc. in Med-High settings ?

GTA 4 is a funny one, it's notorious for runningly poorly on dual core procesors. I think you will struggle with that one, there is no way around it, you need a quad core procesor to play it with the settings turned up. I'm pretty sure it will play on your machine as you are above minimum specs, but probably on low settings.

MW3 is a console port so should run fine, I don't own it but the required specs are fairly low. This should run fine on high.

Sleeping Dogs I do own and runs well even on older hardware, I think you'll be fine with this too.

DOTA 2 I'm sorry, i've never played it, I have no idea.

30FPS is the same frame rate that the vast majority of console games run at. If you are happy with console games it will be fine on PC too. But higher is better. Snobs will tell you it has to be 60FPS or it's not worth playing, but I tend to ignore them.
Personally I find a noticeable improvement going up to 40FPS buy any higher than that I struggle to tell any difference. Different people have different perceptions of "smooth" though.

TL;DR: 30FPS is good enough.

One more question : I have 1360x768 resolution monitor, so can i run the games i mentioned same to my monitor's resolution in medium-high settings ?
I don't mind if I dont get ultra-settings. But I hate when when i have to lower the resolution than what my monitor is capable of.
