Will a Celeron1610 bottleneck a HD7850?

yes, most defiantly. celerons are the absolute bottom of the pile as far as cpu grunt goes for intel desktops. they boast about 1/4th the power of of an intel i5 2500k. which basically means it has roughly 1 core of an i5's performance spread over the celerons 2 cores. so in reality its actually 8 times weaker per thread performance than a stock i5 2500k.

The alternative for me is to get an i3 + HD 7770.

Solution
I would recommend to take a considertion about upgrading your proc without changing anything else.
G 1610 is 1155 proc correct? if I am not mistaken.

Try to look at i5 3220, i5 3570 or i5 3570 (non-K) and see which one you like and fit to your pocket. Those can ballance HD7850 very well.

Edit:
If you are tight on budget, i3 will also do the job :)
