Memory not hitting 1600mhz (but already set in BIOS)

Post is longish, sorry for that, trying to make sure I include everything I can. And thanks in advance.

Problem:

I have an ASRock Fatality Professional Gen3 (2011 board) and an i5 2500k. Way back when I already went through all the trouble of fixing the ram so it ran at 1600Mhz, recently though, I rechecked it and it seems it's still running at 667 (dual channel so 1334) instead of 1600Mhz. I have my BIOS set to profile 1, which has my timing set correctly as well as my memory speed.

Redouts:

Max Bandwidth PC3-10700 (667 Mhz)

Various JEDEC 2, 3, 4 followed by XMP-1600 (running at 800Mhz). JEDEC 2, 3, 4 are running at 1.5v (incorrectly for this memory) and XMP-1600 correctly at 1.65v.


I don't know if maybe I'm reading CPU-z incorrectly?

Most memory modules will have JEDEC profiles as well as XMP profiles. The modules themselves will run fine at JEDEC speeds even if the module is rated for a higher voltage. You will need to enable the highest XMP profile to reach the memory module's top marketed speed but this may involve taking your memory controller out of specification, either by using higher voltages, higher transfer rates, or non-standard timings. XMP profiles are not enabled automatically for this reason.

You'll notice that XMP#1 is set to the same speed as JEDEC#4 but while JEDEC#4 uses standard JEDEC timings and 1.5 volts, XMP#1 uses tighter timings and 1.65 volts.

XMP#2 is set to 800Mhz and is the one that you want to enable.
