Video conferencing system

I want to build a system to add HD video conferencing ability to a previous generation Samsung 40 inch LED TV (which doesn't have smart features, Skype etc).

Requirements:

System should be powerful enough to handle HD 720p video calls with both Google Hangouts and Skype.

Currently have the Logitech C525 Webcam (doesn't have hardware video encoding like the costlier ones) which I intend to use with this system.

HDMI Output
Wireless N capability

I have gone through the reviews of many cameras like Logitech TV Cam HD, Biscotti etc. All of them have mixed reviews. After setup, the system must work without much expert intervention, since it will be used by my parents who are not much adept with computers.

Additionally, the major disadvantage with these ready-made systems is that they either work with Skype or Google hangout. I want a system which is resilient to work with both, because one service doesn't work always, it will be better to have the capability to switch to another if so.

If I have to build a small PC, (something like an HTPC), what configuration would be good enough for the above requirements.?
