Limited Internet access, then no access. Restored and got access, update reinstalled, I uninstalled, stopped automatic updates, still no access. Tried everything in several forums, auto IP, DHCP enabled, ipconfig /all, release, renew. Windows 7, IE 10, I rolled back to IE 9, things are getting worse, I don't know how to explain what is going on.

Rollback your ethernet driver and disable the update. get it from your manufacturer if you can to test it.

hi
you need to find out if it is a corrupt Windows or a corrupt broadband modem /switch
which is causing your problems

Either another known working PC or a alternative operating system for existing PC

possibly a Linux disk image such as Parted Magic (ISO burnt with ImgBurn)
will bypass the Windows internet settings

[I am currently fighting a batch of faulty Broadband modems, connecting via network cable latest one has set internal date of january 2005 (which will not update) and stops working after a few hours)

I dont think IE 9 or IE 10 makes any difference except with Remote Access software
