700-800€ Budget build for Gaming?

Hello dear friends. I actually feel really terrible to ask for help again without really contributing but I'll just give it a go.

I am a Starcraft fanatic. I play alot of the game and on a relatively high level so I expect alot from my PC in regards of the fluency of gameplay.
In addition to that I would love the ability to stream which could be hard to actually pull of with a budget that is at a maximum of 800 (850 would be fine if I'd make my setup jump up a tier).

What are my options with that amount of money? Is that even possible?
Also I'd love to have the ability to upgrade stuff later.

CPU is same as the 3770 but it do not have iGPU and it is 100MHz slower clockspeed. It do have HT and 8Treads.
Later you can upgrade the SSD and cpu cooler if you like more silent build. Btw xeon is lot cooler cpu than 3570 or 3770
because it do not have iGPU. That you will not need in game build. And sure you can buy more memory if you need more than 8GB :)
