Why can't I get 1920x1080 resolution?

New laptop hooked up to TV by HDMI cord. I am doing the same as I did with my last computer and never had issues with that one.

But this laptop has CCC. And for some reason at 1080p resolution, my screen is slightly cut off. And no other resolution will fit my screen.

My TV is a cheap generic brand that doesn't have overscan or any way to adjust how the image fits the screen.

But it fit my previous computer at the resolution just fine. All I did was right click>screen resolution> 1920x1080 and it worked for years.

I can't figure this out.

As I am sure this would be a prime suspect issue, I have already stated that I achieved this resolution very easily already, but with a separate computer. I had the same setup as I do now. I bought this tv for its low price and high resolution.

So I messed with custom settings in CCC and got things to fit cleanly at resolution of 1834x1032. Nothing to very little is cut off and no black boxes around the picture.

But I don't understand why it won't accept 1920x1080. Maybe it will but I have done something wrong? The only difference between this computer and the last is better specs and a graphics card supporting AMD CCC. So why can't this one work at 1920x1080 and fit my TV screen perfectly?

It only has very basic options that change some of the picture. None of them help. Cheap TV has very few options. But again, my last computer had no problems with this TV at all. So I don't think it is the TV. I could plug my old laptop in right now and it would look perfect.

I can get full resolution. It just doesn't fit everything on the screen. Show/hide is cut off. Part of the date is cut off. Half of my taskbar(from bottom up) is cutoff. Icons on the left side of my desktop are cut off.

One of the first things I tried. It is greyed out though. The only way to get it not grey is to through CCC put the screen at 720. But that becomes huge and blurry and terrible looking.

That didn't work either. It ungreyed the scaling option. But the second I switch back to 1080p, it greys it out and puts the slider at the underscan position (even though its not underscanned at all.
