Trouble replacing IDE HD in Laptop

I have an older Dell laptop and the D failed, so I bought an IDE HD off of Amazon, which has NOthing on it. The laptop recognizes the HD but refuses to Boot up. I have WinMedia Ctr Cd's, updated BIOS and boot Cd's. Turn it on and double beeps.. What am I doing wrong? Is it actually my MB? Thanks!!!

Hard drives come empty! Unless its a shop bought machines new hard drive you have to re install windows from scratch. You need an install disk that matches your windows license .
