What are the best Crime games of 2013?

So the only crime games i can remember are Grand Theft Auto, Saints Row, and uhhh... well there's the problem. I love games like that, sandbox, crime games. I know there has to be more so if you know any other games like those, just list them down below. They dont have to be from 2013, just the best up to 2013. Thanks!

Watchdogs will be epic, it's kind of crime based since hacking is a crime.

Unfortunately that's the only one I know of at this time. I really wish there were more, I heard of this Omerta game (was on Steam summer sale) it looked like a bad graphics version of Gangland (not sure if you are familiar) but Gangland was tons of fun even though it wasn't sandbox.

I wish someone created a true Mafia game, Mafia 2 was such a let down. Hope you like watchdogs, Ubisoft really put an effort into it :)
