Looking for a Quiet CPU Cooler

I have a Phenom II x4 965 Black edition and a Rosewill Challenger (if I could go back in time and get a Phantom, I definitely would). The stock heatsink fan that is included is louder than every other fan in my case combined when under full load and I want to upgrade to something quieter. (I personally don't care but I feel bad for my dad who sits 5 feet away from it when he works all day long) I was thinking of getting the Hyper 212 Evo but then I was talking to my friend and he recommended a closed loop system. I looked around NewEgg and I saw that the Hyper 212 Evo is quieter than most of the coolers in the same price range ($30-$50) but I don't know what the performance difference is. If you could help me out that'd be greatly appreciated!

A couple degrees Celsius, at most, for stock settings. Honestly not enough to split hairs over. Both will be in a different class over your stock cooler.

If you plan on getting into overclocking, that is a different story, although not exactly a clear-cut one; there are a lot of different reviews that have a lot of varying results.

Long story short, the Xigmatek Gaia is far from being a shoddy product. There are plenty of people happy with their purchase, and it still is a fairly popular cooler. If you decided to make a purchase of it, I do not think you will be disappointed. If you want to spend an extra $10-15 on the EVO for piece-of-mind, go for it. It wouldn't be such a popular cooler if it didn't get the job done.

How well will this work in comparison to the 212?

I was totally sold on the Gaia because I thought it was smaller, cheaper, and quieter. However, I just decided to look at the dimensions (because that may be a good idea) and I realized that with both fans I will be forced to remove one of the fans on my side panel because they are the same height. Because of that, I am leaning towards the hyper 212 evo because it is a better cooler but the Gaia is $10 less. I'll think about it over the next few days (I also have to decide on what new RAM I'm going to get because my current ram is shot). Thanks for all of the help!

So I just now received my Hyper 212 Evo (It took me forever to purchase it) and before I installed it did a test with a db meter and prime95. At Idle my CPU was 40 C and my room was 55 db. When my cpu hit 70 C when running prime95 (1 minute 21 seconds in) it was 70 db. I then installed my fan and ran the same tests. At idle it was 35 C and my room was 52 db. I ran Prime95 until the 1:21 mark and my cpu was 52 C and my room was 55 db. It was worth every penny that I spent on it.
