Is my graphics card broken?

Hi guys

I just moved into a new house last night and I think that during the move one of my gpu's got damaged. Anyway, when I got around to turning my pc on I noticed that the screen kept flashing on and off whenever I opened a new folder or started a video.

After the flashing, there would be green lines and dots across the screen. I haven't had a good chance to do some trouble-shooting but I was hoping someone would have some advice in the meantime.

Yep, it seems like your graphics card's problem. But to be sure, check these (in order) after openning your case:
- Tighten your rams "gently" first. Push their top edge, then bottom edge and finally from the middle towards your motherboard. Be careful, do NOT push them to the sides mistakenly. Do not over-push like waiting until cracking sounds occur all over the ram :) 
- Tighten your other expansion cards, starting from pci ones then pci-x ones and finally your graphics card.
- Tighten your video card gently, tighten especially the front end which is near the back of the case. While doing this, HOLD your case with your other hand.
- If your graphics card is mid to high-end, check if any external power inputs are properly connected and not loosened.
- Do not over-pressurize while tightening screws. Doing so has two consequences, one being screwdriver slipping through the components of the card and the motherboard, the other would be damaging the screw hole and card's contact place with the case. (This last experience is worth more than $1000 in some cases)

If tightining stuff changed anything then your're ok.
Else something really bad was done to the case while moving. Maybe heavily crashed by something big or heavy, causing unfastened or loose cable heads to collapse with the components of the your graphics card. In this case, have it looked by a professional.

Lift your case up, and lightly shake it.
If something is rattling around then focus on that area.
