Yes but it would be better on 3470
As haswell series cpus produce more heat than the ivy bridge


A cpu cooler should be installed if cpu extensive tasks are performed as the cpu would reach high temps and this will shorten cpu life so it depends on usage for long rendering and gaming sessions a aftermarket cooler should b installed

If you dont overclock , yes .. it is totally safe.

be sure your case has at least one intake fan and one exhaust fan
 
its fine, just make sure you have thermal throttling turned on in your BIOS setup and a shutdown temperature set. And dont overclock on the stock cooler. Or just spend a few dollars on a coolermaster hyper tx3 if you are concearned, they are pretty cheap and cool wel.
