I have a heating issue with my video card and seeing as this is an HP case and the mb can not be placed into another case due to the config of the MB, can I safely mount the power supply out side of the case as to provide a cooler environment.

it can be done (if you psu cables are long enough) but not recommended. Your best option is to see if you can add some case fans.

I have one 20mm in front, one 20mm on the side and one exhust fan in back

The people posting above are correct. That PSU is probably helping cool your PC as it takes air into itself for cooling then sends it out the back of the case. That incoming air is usually the warm air from inside the case.
