Cannot BOOT Asus z-87 Deluxe Intel i7-4770k

Hi All
Cannot get brand new build to power up.

Not my first build. Have had plenty of experience working issues before with other builds but always at least managed to get into BIOS.

Symptoms :

Turn on PSU
mobo power light on, mobo reset light on
Turn on power button, cpu fan clicks on a fraction, mobo LEDs flash 0000. Then nothing
mobo power light still on, reset light still on
Second attempt to power on - nothing.

Have tried so far :
2x motherboards
2x PSUs

Boot with all components - failed
Replaced Seidon 120XL with stock fan - failed
Boot with bare bones : Mobo, CPU+fan, PSU, 1DIMM RAM - failed
Removed and re-inserted CMOS battery - failed
Tried different DIMM slots - failed

Replaced PSU - failed
Replaced mobo
Boot with Bare bones - failed

Anyone had any similar experiences ? Anyone ever had to troubleshoot not even getting to BIOS ? (Bearing in mind its the second mobo - next to go after would be the CPU ??)

Cooler Master Seidon 120XL
Cooler Master V700 PSU
(also tried Antec Basiq Plus 550)
Kingston XMP Beast 32GB 2400MHz DDR3 (mobo compatible listed)
EVGA GF GTX 680 SC 2GB GDDR5 Graphics Card
Samsung 840 Pro 256GB
Windows 8 (if I ever get that far !)

I had the same issue, after 2 times i tried to start up the system, the mobo started smelling like burned. I checked in detail and found that there was a short circuit close to the Wi-FI small metallic box on the motherboard...
Tried one last time, and got some white smoke coming out from the wi-fi box.
I'm now waiting for a new motherboard. I hope the CPU/PSU are fine. If not, i will face the risk again on the new mobo.
