How to choose a good monitor?

Hello, I need help choosing a good 1920x1080 LED monitor for my new gaming rig. I want to know whats a good refresh rate, cause I've heard people saying that framerates above 60 won't be noticed if the refresh rate or something isn't fast enough...

I would prefer CanadaComputers.com (my local store), they have some really good sales going on right now. I would prefer Acer or ASUS. I want Samsung, they're quite pricey though. I don't know about BenQ or AOC, but you can recommend them to me.
(I would prefer 23"+)

Budget?

Usually I go for the best I can find for my budget. Check those that are around your budget mark. Size and brand will usually be the big differences.

oh my budget is 150 max for the monitor
