Does this PSU suck?

I can get this Super Flower PSU from my friend and I was thinking is it any good? Are those 3.3v and 5v amps high enough? Because I have a 400w PSU with 28amps on the 3.3v and 40amps on the 5v. Those seem too low for me. Is that 5v able to power up my 2,5" external usb hard disk which has no external power source?

I haven't seen a super flower branded unit in a long time, now it would be made for someone else, Rosewill for example, pretty much all their good units come from super flower. Point being its got to be pretty old, it's an okay unit but after about 5-7 years, you want to think begore using it with high end equipment hooked up to an old PSU.
