Affordable cpu cooler for intended overclocking (4.5ghz + - 0.1ghz)

I currently have the build :
Gigabyte GTX 770 Windforce 3
Vengeance 8gb DDR 3 1600mhz
i5 4670k 3.4ghz
Gigabyte z87x-OC
SSD / HDD combo

Anyways, I am hoping to overclock to 4.5ghz but would settle for 4.4 depending on pricing

I first looked into the sensationalised Hyper 212 Evo until I saw all the bad reviews about performance / noise.

I don't want anything more expensive than $AU 50 (Australian)

Also, I don't want anything larger than the evo hyper (or atleast not by much)

Some things that have stood out include - True Spirits 120m and Phanteks TC12DX.

Anyways, I am a noob so I would really appreciate some suggestions from the community here.

The Phanteks TC12DX is good, my friend has on his 3770k, with the auto OC got to 4.4 no prob, and 4.6 with temps jumping to 70c, but avg was about 60ish.

I really like the performance of my zalman cnps 9900max, not sure on the pricing for u but its quite quiet compared to the rest of my case fans etc.

Also a push pull fan Xigmatek Dark Knight II was supposed to compare to a h100
