Well whenever I leave my computer idle for about 4 minutes, the screen lags majorly. It happens when I'm playing games and watching videos, the framerate drops down to 4-5. I've tried going into the Nvidia control panel and changing Power Management Mode to "Prefer maximum performance", to no avail. I've also tried changing power plan settings in the windows control panel, specs are below.

3570k
8 GB DDR3 1600mhz
500 GB HDD
Gtx 460 se v2
Windows 7 Home Premium

it seems that the screen works fine....the problem is your video card...most likely it takes a little longer to wake up from low power (energy saving) mode....try updating your drivers....if that does not work, try using an older version of the drivers....if that doesn't change anything then you might have a faulty card
