Will OC fx to 4.0 ghz what fan would you recommend and why? Max 40 dollars on fan so please suggest accordingly.

Cooler Master Evo. Hands down best CPU cooler for $30. If the max budget it $40, then it's your best bet. It'll run your fx-6300 at 4.5GHz easily.

I'll add in a 3rd recommendation for the Cooler Master Hyper 212 EVO

It is simply the best budget cooler out there. I have used it on a Phenom II x6 1090t and an FX 6300 build. You have to go water or spend $80+ to get better performance.

Those prices aren't good, but you gotta use them. How about the Cooler Master Hyper 212 Plus? It was the EVO's predecessor. Otherwise Xigmatek and Zalman have some decent coolers.

They are the lowest I can get in my country, Turkey. Should I go with Hyper 212x or hyper 212 evo they are like only 50 cents different from each other. Or would hyper t4 cut it too those are 15 bucks cheaper.

If you really don't want to spend the extra 15 the t4 would be a good choice as the 212 series is just a few degrees better

If prices are the same, get the Evo.

You said "t4"...you mean tx3 or M4? I"m assuming t3, it's barely ok. Evo is a solid cooler the TX3 isn't quite up to par.

Usually if a CPU is good you'll find reviews to show it. I can't seem to find reviews about the T4 and it has been out almost a year. What does that say about it? (it's too low cost ..and not worth testing? maybe or this price segment isn't realistic?)
