Can't Install Windows 7 on SSD

I'm trying to do a clean install of Windows 7 on my solid state drive, so I unplugged the HDD and started up the computer but it seems like it's not recognizing the Windows 7 disc. It just takes me to the "Windows failed to start" screen. I already have it set to AHCI.
Any advice would be greatly appreciated.

I did have CDROM first, Hard Disk second, and third disabled. I tried changing it so that ATAPI iHAS124 was first, and once I did that Windows setup started, but once "expanding files" was finished, a message popped up and said "Windows could not update the computer's boot configuration. Installation cannot proceed."
