look in the bios for booting from usb/external settings
or could start the setup from the usb in windows 8 ?
it should in theory then restart and continue the windows 7 setup

i have had issues before with bootable usbs made with the windows tool
i use yumi instead now
http://www.pendrivelinux.com/yumi-multiboot-usb-creator/
it allows more than one operating system or tools to be added as well if needed

then would have to say look in your bios to see if you can move usb/external to the top of the boot order
cant think of anything else to try

i would expect any modern laptop to have boot from usb/external option

I have the same model Samsung ATIV 4 i5 intel
I have just done the follow tasks and this is the solution.
So first go into bios with F2 persistently pushed then in the advanced tab - Fast bios mode "disabled", reboot, go in the bios again in the boot tab you would be able to choose usb boot device option
