My card isn't performing its potential. This is a new card. I have the latest drivers and everything. I cant figure out whats wrong with it. It has fps dips in the first bioshock just when I'm turning. IN minecraft other people get 120+ fps but im only getting 50-70. I know thats good but I see missing potential. In borderlands 2 it dips a lot too like bioshock. Please help.

Nothing is wrong with your HD 7950. What other people get may not be what you get. Performance is a function of tons of hardware and software configurations.
For starters, FPS in minecraft is very CPU dependent. Having a decent GPU will help, but hardware acceleration in Java only goes so far.
Second, the FPS dips in Borderlands 2 were a result of incorrect buffer sizing by the Catalyst driver suite. Install the latest (Catalyst 13.8 beta) and this should be resolved for Borderlands 2 and hopefully Bioshock. However, if performance is suffering due to another factor such as other dated hardware, poor storage, lack of memory, malware, or an overly aggressive anti-virus then your GPU and its associated drivers may not be at fault.
