Well I'm playing it with the multiplayer mod and getting about 60 avg with a gtx 550TI but I'm also running a substantially better CPU as well as more then double the ram. I'd recommend the 650 TI over the 550 TI considering the price difference is virtually non existent, and if that's the highest quality game you plan on playing then it will do just fine (even at 1920 * 1080).

I am sorry to say this but with your cpu and gpu, you cant go too far. Notably, the hd5450 isn't made for gaming its only for web browsing and basic video playing. Unless, you decide to change your motherboard, cpu and gpu at the same time, you wont be able to play Just Cause 2 maxed.

However, the easiest and cheapest solution for you would be to upgrade hd5450 to either a hd6670, gtx650, Hd7750 or a hd7770. The higher you go, the more performance you will get. But don't try to get anything more powerful than the hd7770 because that will be bottlenecked by your cpu.

oh I see I am from australia so I guess our pricing would be somewhat similar. I usually recommend intel mobo-cpu combos but this time I will make an exception simply because fx6300 performs better than the i3 3220 and priced similar

You can get amd 6 core fx6300 for $180

A compatible motherboard for $90(your current motherboard might be compatible please check)

Then use the remaining for a gtx760

and you should be able to play just cause 2 maxed and some more for years to come.

If you want to save money, get a hd7850 for $320

Okay thanks , I might go with the HD 7850 and the AMD FX-6300 , Do you have any idea on a cheap Motherboard that is compatible with these items and up-gradable to 16gb of Ram or atleast 8, Thanks

I just linked you with one. Also there is a possibility your current motherboard could be compatible too as long as it supports AM3+
