CPU bottleneck 7870/8320 in open world games

whenever I play open world titles(Gta4/Farcry BD/AC3) I get a fluctuation with the GPU(%15-30-60-90-50-70.) The fps will also do the same usually 30-60 but with AC3 when in Boston 23 fps. I believe this is a Cpu bottleneck and the cpu isnt overheating 60c at high with an aftermarket cooler. Cpu usage is usually 40-50% with all cores usaully at 3.7 ghz, powerboost is enable on the cpu and I am not sure if that is the cause of the bottleneck. If I play titles like Metro and Bioshock (GPU80-100%)the fps is pretty stable. The 8320 shouldnt be bottlenecking the system, If somebody can give me some advice on how to fix the issue, it would be appreciated thank you.
 

Did you check the CPU usage per core? There's an option to show a usage graph for each CPU core in Task Manager (let alone Resource Management). It's possible that eg. half your cores are at ~100% usage and the rest are barely used at all. That would indicate a CPU bottleneck caused by insufficient multithreading; basically the game is incapable of benefitting from the total number of available cores.

Yes I was using Rivertuner with Hwin and all the cores were pretty similar never reaching a 100 but around 50-60

Alright I did and disabled quite and cool and now the cpu is stuck at 3.7 on all cores, but their is worst bottleneck though, cpu cores are only being used 24% per core. I noticed in the bios their is a setting called CPU unlock and it's disabled, is that correct.

I just restored everything back to default the thing I notice is some of the cores arent being used as others some will be in 10-20% and others 50-60%, the total usage is 40%. Not sure if that is normal. Im aware Gta4 is a poorly optimized pc game, but other games have issues also.
