PC configuration for development purposes.

I am planning to configure my new desktop. I need a pc mainly for development purpose (apps, websites etc.). I have a 4 years old laptop, when I run eclipse on it and buffer any video online, it starts lagging.
I checked online, but maily people asked for gaming purpose. I don't play games much (espically new generation games.)
So my points are-

1. Please suggest me a powerful configuration for development enviornment.
2. How much it differs from gaming PCs? Is using processor's GPU is enough or not?
3. Please specify processors also... I mean i3/5/7 or amd... since intel's are costly but do they worth the price?

Budget :- Around 35,000 INR.
Place:- Bangalore.

Does it matter if I ask for HD/Full HD monitor? I mean do I have to change anything in configuration.

No, I don't. But, I like crispy, clear videos. So I am thinking to buy a HD monitor.
