ok i had a amd anthlon 64x2 5000+ cpu and i upgradeed to a amd phenem 9850 x4 cpu and my gpu is a asus gtx 550 ti and when i play games i noticed under task maneger i see the cpu never reaches 100% even while gaming it usually stays at 20-50% my operating system it win 7 ultimate my motherboard is a landark m2rs 790fx andi have 4gbs of ram running at 1066 mghz and a latency of 5-5-5-15 ty for your time

Are they old games or new? Your old chip was v old 2 core and the new one is 4. If the games arent threaded for 4 cores, you might not see a difference in performance. If the load of the cpu is balanced sort of accross three or four cores, its not that windows hasnt re threaded , its just the games are not pushing it hard.
Or put another way, anything your old cpu could play is only gonna hit 40% of your new one unless the games are addaptive, in which case try a new game first.

If it IS the case a new game max's out all four cores your post question is answered; No, you dont need to re install windows to enable 4 threads.
You didnt ask this directly, but its what you were trying to convey.
As for your new Q, I think you are missing a point . In a perfect world, a games program will use 100% of a systems resources.So, 'will overclocking help me out?' It wouldnt drop the cpu use but the game will run better.
Dont worry about a game not having any headroom on your system, worry about spending dosh on a game that doesnt use it all. There should never be a point where you can bragg; Arf Arf, my system is so pokey i cant max it out, as you wasted a lorra wedge.
