My computer not showing DVD drive even when SATA cables are swapped out (Replacement board from GIGABYTE)

I just got my 970a-ud3 replacement from gigabyte so it shouldn't be a bad board. HDD is connected to SATA port 0 and the DVD drive is connected to SATA port 2. Is there a specific order I'm supposed to have the drive connected to the ports like HDD 0 and DVD at 1 or is that a configuration only used for RAID. The drive had power and will eject so that's not an issue.
 
Solution
Their is a circuit board on the DVD drive which contains the firmware and drivers. It sounds like the circuit board is dead. The dvd rom can still receive power but the data part of the board either aged out or has a short
