EVGA GTX 670 4GB FTW underperforming and low FPS?

My Specs:
EVGA GTX 670 4GB GDDR5 FTW
16 GB Ram
Intel(R) Core(TM) i7-3770 CPU @3.40 GHz
In GTA IV, I get like 30 FPS and I saw someone with lower specs that hits like 45 FPS!!
Max Payne 3, from 40 to 50 FPS
And so on.
My monitor is set on 60 Hz and I know that I can't get higher than 60 FPS but how to get at least constant 60 FPS?? Don't tell me GTA IV is a bad port. I know that but I saw a guy as I said that hits 50 percent with lowers specs. I just want to hit constant 60 FPS on current games and upcoming games like Watch Dogs, AC Black flag, Blacklist etc. My card can play them pretty well but it is underperforming. How to get constant 60 FPS with Max settings? I am pretty concerned. Any help??
Btw I saw everyone with my card and even lower Processor and everything and was the games were maxed and still 60 FPS! my Windows is 7 64-bit, My drivers are updated (I use Geforce Experience).
I don't think the power supply is weak since I bought the card in a new PC so I guess the power supply is pretty good. It is called "COUGAR CMX VORTEX" or something like that :D

What is your monitor's resolution?

What are the cpu and gpu temps under load?

Do you have vsync or adaptive vsync turned on in the nvidia control panel?

Are you using Geforce Experience to configure your game settings? I know GE prefers image quality over FPS to some extent. I have also read a lot about GTX IV being poorly coded and often being inconsistent in performance.

GTA IV is one of the worst optimized games ever. However, I have the Gigabyte 670 myself and I play comfortably on max settings. And also, I have the same processor you have. What is your PSU and motherboard?

My resolution is 1080p (native) and my power supply is 700W. Although I meant I use Geforce Experience to get the latest driver updates. VSync turned off in Nvidia Control Panel.

Jed, I can't understand the GPU and CPU temps question. What do you mean?

Why don't you try to let Geforce Experience configure your settings? Maybe that will help.

Wanted you to check the temperature of your cpu and gpu under load to make sure you have enough cooling. I like to use OCCT to load them up and watch temperatures.
