Fps Problem with gtx 650ti boost?

I just bought a Geforce Gtx 650ti boost 2gb to replace my hd 5450.. I know that this is not a top of the line card by any means but I am only getting 20-25 fps in Arma 2 island life on low settings at 1920x1080. My friend has a gtx 650 2gb and gets 40-60 fps in the same areas? I guess what im asking is my system bottlenecked or something or is this about right for this setup.. any help would be great... thanks in advance!

System Specs =
Processor - phenom II x6 1035t
GPU - Geforce Gtx 650ti boost
Ram - 4gb
hard drive - 320 Ssd hard drive with 280 gbs free
Psu - diablotek 400w psu
motherboard - biostar A780l3g

have you uninstalled the amd drivers completely before installing the nvidia drivers?

It could happen for multiple reasons,

1. Your phenom 1035t is bottlenecking the gpu
2. And/ or the diablotek 400w psu. Its not a reliable psu brand name probably not delivering enough power to the gtx650

thanks for the quick reply..and yes unistalled and reinstalled new drivers.. thats what i was leaning towards myself was the power supply but also read on here that the power supply wouldnt hurt frames per second.. I didnt think about the cpu I thought that it would be enough i know its a little outdated

I really am no expert on amd phenom overclocking. Try looking up online. And also check on your bios. The options would be there if you could.
