FPS really low or really high

I recently bought a new gaming laptop specs are
i7-4700MQ @ 2.4GHz
8GB RAM
Geforce 765M 2GB
1920x1080 (I use 1366x768 for gaming)

and for a while things were great, ran everything fine, but recently I have been experiencing low FPS in all games, including ones that were working fine before. I have checked to see if my CPU or GPU drivers are up to date and they are.

I then ran the benchmarking tool from Bioshock Infinite and the results were a bit weird. The average FPS was about 40, which doesnt explain the stuttering I get, but in each half second period that I have results for, the minimum FPS is about 10 and the maximum is about 130. This doesnt seem right to me, any help?

You have Vsync enabled in your graphics drivers?

If you can't find any way to fix that then do the following -

Right Click My Computer
Properties
On left tab click System Protection
Click System Restore
Choose the point in time when things were alright (Or if you don't know when, choose the earliest one).
Restore it.

This should resolve your FPS stuff but might also delete the softwares and games installed or anything copied to that drive after that time period.

This is a much better alternative than re-installing windows though.

Hi, I tried messing around with VSync, no luck. I then made a system restore to well before the problem started, still the same, getting worried its a hardware issue...
